The Health Accreditation and Human Resource Development Institute (HARDI) is a science and technology organization operating under the Law on Science and Technology dated June 18, 2013, Decree No. 08/2014 / ND-CP dated 27/01/2014 of the Government details and guides the implementation of a number of articles of the Law on Science and Technology and related documents, subject to the management of the competent State agencies.
Registration certificate of science and technology activities No. C-16/2022/ĐK-KH &CN issued by Hanoi Department of Science and Technology for the first time on June 06, 2022.
The Health Economics Reseach and Assessment Center (HERAC) is a science and technology organization with a legal status, its own seal, and its own account for operations and transactions.

Activities in science and technology
Scientific research and application of technology in the field of health economy; Conducting Health Technology Assessment (HTA) on common diseases in Vietnam.
Providing consulting services and technical support to domestic and foreign agencies in the field of Health System and Health Economy.
Technology transfer; participate in training, training and fostering knowledge; organizing scientific conferences and seminars; scientific and technological information; cooperation and consulting in the field of health economics.
Coordinate with governmental and non-governmental agencies and organizations in policy advocacy, propaganda and dissemination of health policies.
Call for domestic and foreign capital sources to carry out activities related to health economy, health policy, hospital quality management/management, and technical support for agencies and localities that have demand.

Function:
HARDI has the function of performing scientific, and technological research not only on modern medicine but also on traditional treatment and herbal medicine by applying new modern technologies.
Mission:
– Researching on science, technology & health economics and evaluate medical technology, evaluate pharmaceutical economics, hospital governance, hospital quality.

Activities have been performed
– Performing multiple Health Technology Assessment:
- Assessing the status of treatment methods for end-stage chronic kidney failure in Vietnam.
- The study evaluated the cost-effectiveness and budget impact of dapagliflozin and metformin treatment in uncomplicated type 2 diabetes patients.
- Analysis of the economic burden of certain ophthalmic conditions associated with neovascularization.
- Economic burden analysis of endometriosis.
- Economic burden analysis of epilepsy
– Coordinating in training: Training on hospital quality (5S, Lean 6 Sigma) for all medical examination and treatment units in Soc Trang province
– Organizing seminars:
- Coordinate with Financial Planning Department Ministry of Health, Department of Health to organize a Seminar on Financial Autonomy in Health.
- In collaboration with the Vietnam Budget Transparency Alliance (BTAP): Organized the seminar “Results-Based Finance – Experiences”.
– Applying scientific research in practice:
- Coordinate with Department Medical Service Administration of the Ministry of Health to complete and build a management system for hospital quality indicators.
- Collaborate with Vietnam Alliance for Budget Transparency (BTAP): implementation of “Results Based Financing – RBF (Result Based Financing)” at 10 Commune Health Stations of Quang Tri Province (sponsored by Oxfam)); evaluate the performance after 2 quarters at 10 commune health stations
